This is almost three times as much as the present global consumptive water use in irrigation.
ooAs irrigation systems come under pressure to produce more with less water, there is a danger that unequal rights and entitlements will widen inequalities.
oFor some countries, climate change may lead to an increase in food production, as in North America and Europe, where high gains are projected.]
oFor the 40 poorest countries, with a total population of some 1-3 billion, climate change may lead them to lose on average up to a fifth of their cereal production potential in the 2080s.
oAs many as 40 % of the Sub-Saharan countries could lose a substantial part of their agricultural production due to climate change.

Bottling system improves water quality, sustainability for leading restaurants and hotels

CLEARWATER, Fla.--(Investorideas.com water stocks newswire )--Tampa Bay Water, American Water (NYSE:AWK), and Acciona Agua announced today that the Tampa Bay Seawater Desalination Facility, the largest seawater desalination plant in the U.S., has passed the final two performance milestone tests. The tests required the plant to produce 25 million gallons of water per day (MGD) for 120 consecutive days and also average 20 MGD for 12 consecutive months. Both milestones were successfully completed this February.

At 25 MGD, the plant provides about 10 percent of the Tampa Bay region’s drinking water supply and is operated by American Water and Acciona Agua through the joint venture American Water – Acciona Agua LLC. The desalination plant serves as a model that other coastal communities may consider as a practical and sustainable solution to ease their water challenges.

As a result of passing the test, Tampa Bay Water will receive $31.25 million dollars from the Southwest Florida Water Management District, commonly known as SWFWMD. SWFWMD had pledged funds to help build the plant, but had required the plant to achieve four performance benchmarks prior to releasing all the funds.
Seawater desalination is a sustainable, drought-proof, environmentally sound source of drinking water. Groundwater from aquifers and surface water from rivers is already part of Tampa Bay Water's regional system, but seawater desalination was selected to add another element of diversity and drought-resistance to the region's water supply network.

The never ending growing imbalances in global water supply and demand have been well documented over the last 20 years. Based on recent surveys, groundwater levels, reservoirs, lakes and other forms of water capture/supply sources are running dangerously low around the world, exacerbating an unquenchable and unsustainable water consumption/replenishment scenario with no solution in sight. Somewhat quietly in our opinion, water prices continue to rise well above inflation in developed countries, which should have spurned investor interest to a higher degree than what has taken place.
So where is the disconnect? Investment in the infrastructure-pipes, reuse systems, metering, and the like and even the primary source of our daily water-water utilities has been dismal to nonexistent. The EPA presently estimates that we are $600 Billion behind in US water system upgrades alone. No stimulus package or packages will solve the funding criticality that we are now facing. The only sources will be taxes on goods that potential foul or contaminate water on contact, a significant increase in your water bill that will reflect full cost pricing-energy use, treatment and conveyance to your shower head, bathtub, residential irrigation system etc and lastly, private funds (in the form of public-private partnerships) that have been active in other parts of the globe but have been given a relative cold shoulder here in the U.S.. While the rest of the emerging world recognizes that water infrastructure is critical for continued GDP growth, The U.S. falls farther behind in rebuilding our water infrastructure, there by jeopardizing not only our public health at the local level but our status as a key economic growth engine for the world as we enter into the second decade of the 21st century.
In the capacity of a portfolio manager in the water sector for the better part of the last decade, I always believe that there are two camps-the group that recognizes that opportunities abound for solution providers when problems arise and the second camp that relies on others to solve those problems for them. From an investor standpoint, the primary concern always comes back to the basic question that I have been repeatedly asked over the years - How do I make money investing in water stocks. With global water shortages looming and the availability of potable water continuing to dwindle, there will be significant opportunities for the companies that provide the solutions to these issues. Investments in water have been far below expectations but we see a changing mindset afoot. A greater level of investment will emerge in the next decade with a focus on areas where water shortages are prevalent.
A bifurcation investment approach of investing in developed countries where infrastructure is well established and emerging countries where the infrastructure build out is just beginning is a prudent approach. The underlying themes will include increasing the water supply through re-use technology (water recycling) and desalination where sufficient energy sources exist. Unless you live on the down slope of a mountain, water movement and treatment is an expensive proposition that investors don’t fully grasp in the context of energy usage and requirements (we will cover this in our next article). In the U.S., Flowserve and Energy recovery are two companies that come to mind which should benefit from activity these areas. The meters area will be used to regulate and reduce our daily usage, whether it is residential, agriculture or industrial. With energy providers and agriculture being the two largest daily users of water (home usage surprisingly is below 10%), a renewed interest on reduction in usage in gaining momentum, thereby benefitting companies like Itron and Badger Meter. At the home level, be prepared in the coming years for a massive replacement of water efficient devices that Congress quietly passed in January 2008. This is mandatory for any new construction! Any appliances and plumbing fixtures that use water will be replaced by a more water friendly device in the upcoming years. Geberit and Pentair sit squarely in the middle of this event.
Lastly, water utilities should not be overlooked. Water Utilities/Utilities involved in water usage such as hydroelectric may not grow very fast, but they are remarkably consistent—delivering solid but not spectacular returns every year. This enables these stocks to deliver impressive compounded returns over time. Just remember what we consider a key point- we have never seen a water utility trade on a j curve! One must be valuation sensitive and be aware of local and regional issues when wading into the water utility investment pool. Seasonality, rate case delays, droughts can have a positive or negative impact on each individual company. As a value investor, water utilities will likely be our favorite subsector for the foreseeable future providing cheap, high quality companies with solid dividends that have a lower beta relative to the broader market, prospects for continued earnings growth, and the possibility for valuation multiple expansions based on increased cost for water treatment and delivery leading to higher water rates. In the context of what many professional investors are calling he “new normal” - diminished growth, deleveraging, and increased government involvement that will reduce profits and their eventual distribution to investors in the form of dividends and interest - we believe that water utilities could experience significant investor interest in 2010 and beyond. Why? Bill Gross, PIMCO’s bond guru said it best in our opinion, validating our investment thesis: “why not just buy utilities if that’s what the future American capitalistic model is likely to resemble.” We wholeheartedly agree! In a low growth environment, it seems that a company’s stock should yield more than its less risky debt, and many utilities, especially water utilities bought at the proper valuation metrics, provide just that opportunity. A basket of high yield water utilities such as American Water, American States, Cascal, United Utilities and certain Hydro electric companies such as CEMIG should be considered by investors that are in search of sustainable yield and stable growth.
Water investing is not a direct investment based on some arbitrary value per gallon of water, but a strategic investment in the many sub-sectors that are involved in its extraction, treatment, regulation, metering, conveyance and resource management on both the domestic and global stage. Many investors look at water in varying capacities: commodity, natural resource, alternative, and utility are just a few of boxes that water is placed by the investment community. Although water is continually referred to as the next oil, our approach has always remained that the consistent growth of the sum of the parts of the global water business will likely provide investors exposure to a historically solid growth commodity that no one can do without.

Cherry-bottled Water Tax Threatens Michigan Manufacturers, Jobs and Economy, According to Nestle Waters North America
STANWOOD, Mich., Dec. 14 /-- Nestle Waters North America (http://www.nestle-watersna.com), parent company of west Michigan-based Ice Mountain bottled water company, said an unconstitutional proposal put forward by Lt. Governor and gubernatorial candidate John Cherry this week threatens the thousands of clean, good paying jobs Michigan's water bottlers provide and would weaken producers' viability to operate in Michigan.
"Like every Michigan employer, we rely on an educated workforce. The Lt. Governor's proposal, however, will only penalize Michigan employers and risk jobs. The proposal could also drive some bottlers to supply products from outside the state to remain competitive on the price consumers pay for bottled water products," said Brian Flaherty, Vice President of Government Affairs for Nestle Waters. "The proposal would create an uneven playing field for those of us invested in Michigan that could not reasonably be sustained.
"Our team at Ice Mountain focuses on responsibly providing a purely Michigan product that is healthy, well liked, and often necessary in times of disaster. The jobs we provide in Michigan are important to the families of our employees, the community and state. We will protect these jobs by opposing any tax proposal that unfairly singles out our business."
Lt. Gov. Cherry announced a proposal to place 10-cent tax per bottle on bottled water manufactured in Michigan to fund education scholarships cut in recent state budget scale-backs. The tax would not be imposed on the hundreds of beverage products manufactured outside the state but which are sold at Michigan retailers.
"Let's look at the math," said Flaherty. "Most bottled water is purchased in cases of 24 bottles of .5 liter size, for about or less than $4.00 per case -- putting the price per bottle at about 16 cents. A 10-cent per bottle tax on Michigan manufactured products nearly doubles the price for consumers, and would be unsustainable in the highly competitive beverage marketplace.
"Consumers are very savvy, and rarely could be convinced to pay nearly double for Michigan-produced bottle water when lesser-priced options exist," said Flaherty. "I challenge you to ask consumers if they'd pay $6.50 for a case when they can pay less than $4 for the same product made elsewhere."
The proposal would also halt or slow further investment by Michigan bottlers into new Michigan facilities and manufacturing equipment upgrades that would create additional jobs.
Water bottlers are an important part of the Michigan economy, and provide tax revenues locally and to the state.
Michigan bottlers employ approximately 15,000 people in the state, either directly or indirectly through suppliers and vendors. In 2008, bottled water production was responsible for nearly $2.4 billion in total economic activity in Michigan, with the industry and its employees paying over $16.3 million in property, income and sales taxes. www.bottledwater.org
Nestle Waters employs 250 – 300 people at its Stanwood, Michigan operations, with an annual payroll of more than $16 million. Worker wages and benefits, including health, dental and vision insurance, and retirement savings, exceed $40,000 annually. Nestle Waters is among leading local taxpayers, generating approximately $2 million annually for local government services and schools.
As presented, the Cherry proposal is unconstitutional, as since 1974, Michigan's state constitution exempts food products from sales or use tax. (Mich. Const. of 1963, art. IX, sub section 8). In addition, bottled water is classified by the U.S. Food and Drug Administration and the State of Michigan as a packaged food product.
"This proposal sends up a perverse incentive that would work against good Michigan jobs and the state collecting revenues. It reveals an approach to governing that would punish good Michigan jobs and reward out of state companies. It doesn't make sense for a state looking to retain and grow good jobs necessary to supporting valid priorities like education."

Government of Canada Invests in Clean Water Technology
KINGSTON, ONTARIO--- Nov. 26, 2009 - A technology that will greatly reduce the time and cost involved in testing our water for potentially dangerous pathogens is moving closer to commercialization, thanks in part to funding from Sustainable Development Technology Canada (SDTC), an arm's-length, not-for-profit corporation created by the Government of Canada.
"By investing in Canadian technologies such as Pathogen Detection Systems' clean water technology, our Government is helping to stimulate a new green economy in Canada, creating jobs and helping to protect the environment," said David Anderson, Parliamentary Secretary to the Minister of Natural Resources and for the Canadian Wheat Board.
SDTC, through its SD Tech FundTM, has committed $2.4 million to a project led by Kingston-based Pathogen Detection Systems Inc. for the development and demonstration of its portable, on-site, high-speed, fully automated microbiological water monitoring system to detect E. Coli and Total Coliforms in water. This funding was approved by SDTC's Board of Directors in June 2008.
"Pathogen Detection Systems' water monitoring system is a great example of a clean technology solution to a problem that affects all of us," said SDTC President and CEO Vicky Sharpe. "An alternative to the current slow, cumbersome water monitoring methods, this technology will help Canadian water utilities to get timely and more accurate water quality analysis, ensuring access to clean water while reducing testing costs," said Ms. Sharpe.
"This SDTC funding will have a significant positive impact on the planned expansion of Pathogen Detection Systems," said Pathogen Detection Systems President David Dolphin. "Our goal is to take this Canadian technology to the world".
Through its SDTC funded project, Pathogen Detection Systems will integrate its microbiological water monitoring system with sophisticated water treatment optimization software, reducing time by 50 to 80 %, reducing costs and improving test integrity. This will bring both water and greenhouse gas environmental benefits by improving water plant performance, reducing energy consumption and decreasing toxic water treatment by-products.

Water News - IBM Tackles Smarter Water Management in EuropeNew center to study impact of climate change, severe weather
Download image MONTPELLIER, France and ARMONK, N.Y., Nov. 19 -- In a region of France known for sunshine, agriculture and natural spring water, IBM ( IBM) has established a Center of Excellence for Water Management to use high performance computing to monitor and forecast the impact of climate change and severe weather conditions on water resources.
Based in Montpellier, France, the center is in the Languedoc Roussillon, a southern-facing region with abundant sunshine and seasonal, torrential rains causing millions of dollars worth of damages each year. More than 400 miles of levees exist to protect the 600,000 people living in potential flood zones.
"We have a unique opportunity, and unique ability, to apply our combined expertise in high performance computing, sensor networks and advanced analytics across a wide variety of water management challenges," said Sharon Nunes, vice president, Big Green Innovations, IBM. "We're modeling and simulating flash flooding scenarios, water management infrastructures, reservoir systems and more to develop new innovations for predicting, managing and sometimes even preventing events that might otherwise have a negative impact on a region's water supply."
The center's high performance computing modeling capabilities combined with resilient sensor networks will enable fast, high resolution, large scale simulations based on multiple scenarios and options. With this ability, scientists can bring together a diverse set of information incorporating weather and climate changes, flood patterns, reservoir activity and more to develop new insights and innovations for smarter water management. Initiatives at the center are expected to complement those already underway with the county council including levee management, pollution reduction and sustained economic development.
One of the first projects slated for the Center of Excellence will be a collaborative effort by IBM and the ClusterEAU, an association of research laboratories, educational organizations and enterprises, to explore projects for advanced water resources management. The ClusterEAU was formed to respond to the constantly growing needs for innovative proposals to face the issues of ensuring the concerted management of world water resources in a context of global changes and new challenges arising from human society: rapidly growing populations, energy challenges, economic and environmental issues in urban and rural development, globalisation of markets and services, emerging countries, stagnation in the poorest regions, and more.
"The new Center of Excellence will be a unique opportunity for us to establish strong collaborations with IBM and jointly promote our expertise in the field of advanced water resources management, particularly the computational aspects," said Jean-Pierre Buchoud, president, ClusterEAU.
In 2008, IBM established centers of excellence for water management in Amsterdam, where the primary focus is on flood management and levee systems, and in Dublin, where the primary focus is to monitor, manage and forecast environmental challenges such as the movement of pollutants in fresh water, marine and oceanic environments.
IBM's smarter water management offering is part of its Big Green Innovations initiative, launched in October 2006 as part of IBM's $100 million investment in 10 new businesses generated by InnovationJam.

One of the first projects slated for the Center of Excellence will be a collaborative effort by IBM and the ClusterEAU, an association of research laboratories, educational organizations and enterprises, to explore projects for advanced water resources management. The ClusterEAU was formed to respond to the constantly growing needs for innovative proposals to face the issues of ensuring the concerted management of world water resources in a context of global changes and new challenges arising from human society: rapidly growing populations, energy challenges, economic and environmental issues in urban and rural development, globalisation of markets and services, emerging countries, stagnation in the poorest regions, and more.
"The new Center of Excellence will be a unique opportunity for us to establish strong collaborations with IBM and jointly promote our expertise in the field of advanced water resources management, particularly the computational aspects," said Jean-Pierre Buchoud, president, ClusterEAU.
In 2008, IBM established centers of excellence for water management in Amsterdam, where the primary focus is on flood management and levee systems, and in Dublin, where the primary focus is to monitor, manage and forecast environmental challenges such as the movement of pollutants in fresh water, marine and oceanic environments.
IBM's smarter water management offering is part of its Big Green Innovations initiative, launched in October 2006 as part of IBM's $100 million investment in 10 new businesses generated by InnovationJam.
